    Are not traffic laws an efficient way to change automotive consumer behavior? All government consumer behavior changing regs are not "equal?"

    The OP story is a bit of a misnomer. In reality, metropolitan areas such as Los Angeles, Orange, and San Diego counties already exceed those standards. The bill changes very little, except make our politicians look good there they don't deserve it. That said, CA is overregulated in numerous areas, and we need more regulation like we need a hole in the head.
