    Since when is the content of federal legislation accurately described by the title and accompanying propaganda? Did it ever happen in the Bush administration? Either Bush? For that matter, the Reagan administration?

    I don't believe their "explanation" is going to fly.

    They have a huge Constitutional problem on their hands.

    I hope you are correct. But on the other hand get one more judge who is to the left on the Supreme Court and there isn't much that can be done. Wasn't it White and Marshall who I believe admitted that they didn't always try and interpret the Constitution but went on what they believed was right? With a judge or two more like that, we could get anything.
