    I want to downsize the Congress, the Executive, and the Courts and, most especially, all the rule-making agencies that circumvent the legislative process with reams - about 100,000 pages per year - of federal regulations. I want to downsize them to the point they cannot do anything which would be better than all that are doing.

    Congress has given them the permission to make regulations, therefore, don't point at the agencies who are doing their jobs, point at the Congress we elect who gives them free reign, often without oversight.

    I point to both of them. The agencies exceed their authority and Congress does nothing to real them in. Congress also does nothing to real in the Court.
