    16 He that believeth and is baptized shall be saved; but he that believeth not shall be damned.

    Who is Jesus speaking to and to whom does it apply?

    but your choices should have also said:
    only the eleven and those He calls into the ministry in the future.
    not a church.

    Jesus was speaking only to the eleven. See v. 14. The object of His command is more problematic but I don't think it was meant for all believers. We see many believers in the N.T. who were not missionaries, and if everyone went out, who would support them.

    Since the eleven were the nucleus of Christ's church, I think this is a command to the church, both for the time of the apostles and for the duration of Christ's kingdom on earth.

    It is to every believer. it is true that not everyone will literally go into all the world but neither did the 11 on an individual bases. The Lord's words are both a command and authority. Some will travel far and some will be going locally but all are to go, baptize, and disciple. The all are just not at the same level. Some will reach a few and some will reach multitudes, but all are to go.

    I take it that He spoke to me so I'm trying my best. I don't need to travel all over the world because I do my part in my sphere of influence and I additionally help others to be able to do it elsewhere. Although I hope once my little ones are bigger that I can go overseas myself to help spread the Gospel. :)

    Well, it would be impossible for his disciples to tell every person on earth, time would not permit that, so I believe this command is to all believers.

    And though we cannot all be missionaries to foreign lands, we can support those who are, and we can tell folks right where we live.

    He was speaking to everyonbe. He spoke directly to the 11 but it applies to all. People that are self absorbed and want an excuse not to evangelize the Gospel will say the eleven.

    People seem to treat the Bible as a history book. Don't pick and choose what God is saying, take each verse and live your life as if Jesus himself said it to you, because through his word he is saying it to you. Man is not smarter then God and by trying to predict who he is talking to we are trying to outsmart him. This is our handbook for life, take it literally as such.

    Jesus was speaking to the eleven, but the Great Commission is applicable to all future believers.

    All, in this sense:

    We are to keep the legacy of Christ and the Apostles on-going by proclaiming their message.

    If the message of the proclamation of the gospel was not to every generation then why do we baptize people as it is one of the elements of the Great Commission?

    Matthew 28:19 Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost.​

    If a church entity believes that the Great Commission was given only to the apostles then they should be consistent and not baptize folk (unless perhaps they hold to apostolic succession).​
