Should this man have to pay a fine for no setbelt?

    Well, as I understand, this was in a parade - going about 5 miles an hour - with all streets blocked off.

    So in this case NO!

    Going regular speed, might be another story.
    Keep in mind that Princess Di did not have her seat belt on - so that combined with about 10 other possibilities contributed to her demise.
