Luke 15:7

    I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance.

    Who are those who do not need to repent?

    The Pharisees and Saducee's of Jesus time and the self-righteous of our time.

    In other words those who feel they need no repentance.

    As God has commanded all men to repent, those who need no repentance could be those who already have. It is also possible that those who 'need no repentance' are the self-righteous. The latter and former seem to be supported by the context as the 99 are already 'in the fold' and the only way there is through Christ, repentance being part of the accepting of the Gospel, so there is some rebuke here toward the Pharisees.

    Put it in context. Look at verse 2: And the Pharisees and scribes murmured, saying, This man receiveth sinners, and eateth with them.

    And the "book end" of the passage, verse 10: Likewise, I say unto you, there is joy in the presence of the angels of God over one sinner that repenteth.

    So He's either speaking of the Pharisees and scribes, who thought highly of themselves and didn't think they had anything to repent of; or He's speaking of those who are already saved and therefore don't need to repent; or He's speaking of a mixture of both.

    I am not disagreeing with what is stated so far, but there seems to be something missing here. So let me throw this out and see what some think. Could the ones not needing repentance be the Holy angles or perhaps babies who have died?

    Are babies or angels ever called or referred to as "just persons"? I can't recall any. Babies may be innocent, but not just.

    Read it in context with the whole chapter, paying particular attention to verses 4, 8, and 31 & 32.

    Of the sheep, the one who strayed was brought into the flock. The lost piece of silver was found, and the lost son returned.

    The 99 sheep, 9 pieces of sliver, and the faithful son represent those who have repented and are aleady in Christ.

    7 I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance.

    31 And he said unto him, Son, thou art ever with me, and all that I have is thine.
    32 It was meet that we should make merry, and be glad: for this thy brother was dead, and is alive again; and was lost, and is found.

    Not considering He was speaking directly to those exact leaders.

    Luke 15:2 And the Pharisees and scribes murmured, saying, This man receiveth sinners, and eateth with them.
    3 And he spake this parable unto them, saying,

    Who is the parable spoken to? The Pharisees who questioned Christ receiving sinners. No stretch for verse 7 to mean them as those who need no repentance.
