    Not legal, but obama is above the law on many counts. This is just one latest ploy.

    Yep. Congress was involved, yes it is legal. It's legal within the letter of the law, but not the spirit of the law.

    They created Homeland Security and gave them "prosecutorial discretion" as part of the law. Obama found a loophole and is exploiting it.

    Obama said it would be wrong for him to sign an executive order to suspend deportations. Obama did not sign an executive order. The change in policy was formulated by Homeland Security head Janet Napolitano, Obama was merely announcing the change in policy. Basically Homeland Security is using "prosecutorial discretion". Translation: they are not going to enforce the law.
