    Before Creation
    During Creation
    After Creation

    The answer MUST be after creation, as God saw EVERY THING he had made, and behold, it was VERY GOOD.

    Gen 1:31 And God saw every thing that he had made, and, behold, it was very good. And the evening and the morning were the sixth day.

    Satan was originally perfect, until iniquity was found in him.

    Eze 28:15 Thou wast perfect in thy ways from the day that thou wast created, till iniquity was found in thee.

    This verse shows that sin originated from within Satan himself, God did not make him a sinner, or cause him to sin.

    Could it be that whatever God made is good just because God made it and not necessarily because human's agree that it was good. Prov 16:4 The lord hath made all things for himself: yea even the wicked for the day of evil.

    Ezek 28:13 Thou hast been in Eden the garden of God; every precious stone [was] thy covering, the sardius, topaz, and the diamond, the beryl, the onyx,
    and the jasper, the sapphire, the emerald, and the carbuncle, and gold: the workmanship of thy tabrets and of thy pipes was prepared in thee in the day that thou wast created.

    Ezek 28:14 Thou art the anointed cherub that covereth [the throne of God]; and I have set thee so: thou wast upon the holy mountain of God; thou hast
    walked up and down in the midst of the stones of fire.

    Ezek 28:15 Thou wast perfect in thy ways from the day that thou wast created, until iniquity was found in thee.

    I would conjecture that the Anointed Cherub fell after the creation while in the Garden of Eden.
    His fall (due to pride/jealousy) could have been precipitated by the "creation of man in the image of God".
    I would also conclude that the Anointed Cherub had "free will" as did Adam and Eve.
