Camels and Cotton Candy

    My office is in an armory which has been rented out for a circus and they are setting up. The smell is overwhelming…think it’s time to go home. Smells like camels and cotton candy.

    So the armory needs to rent out the facilities to pay the bills?

    No, not to pay bills....yet. "Fortunately" very little state money goes to the National Guard. Most of what is paid by the state is actually federal allocated funds, all of the pay (unless it is special orders for something) and benefits are federal. Good deal for the state...except each state's National Guard is ultimately federal - just under state jurisdiction. I can't tell the times when NGB says to do something, the state balks, and then NGB says "OK, we can't make you do it...but if you don't 20% of your funding will be cut." It's an odd, but perhaps necessary, arrangement.

    The money goes to the local unit. They use it for...well, I don't know what they use it for. :rolleyes:

    I have never really understood what the "national guard" is, and what their mandate is?

    Does it cover all aspects or some aspects of policing and/or civil defence which in my country covers emergencies such as earthquake (frequent) , storm and such like natural disasters. They may assist rural fire fighters although I am not certain about this. I suspect they could assist the army and police in civil unrest although again I am uncertain about this.
