Is God Deterministically Sovereign or Permissively Sovereign?

Deterministic Calvinists often use examples of God's active role in bringing wrath against sin to prove that God likewise takes an active role in determining the sin that deserves such wrath. Calvinists do this with Calvary too, by pointing to God's active role in bringing about redemption in order to suggest God is equally as active in bringing about the sins that need redeeming.

God is Holy, Holy, Holy. He does not even tempt men to do evil, much less causally determine them to do evil. Examples of God actively working in the world to redeem sin or punish sinners should NOT be used as examples to prove that God is actively working to determine the moral evil of men!!!

So, does sovereignty mean God must be in deterministic control over every desire, thought, and action of man, or does it mean that God permits men to act freely but is still able to work His plan in, through and despite what others choose to do?
