I was listening to Glenn Beck today.
He stated that in order for a State to join the CSA (back in 1861) said State had to be a slave state.

I cant seem to find anything - one way or the other to confirm that statment.

Does anyone have something more solid?

I'm behind on my Glenn Beck podcasts (I'm saving them for when the show goes on a two week hiatus over the 4th of July holiday) so I didn't hear the context.

I'm pretty good when it comes to the War of Northern Aggression, but I've never heard of such a regulation.

Is it possible he wasn't referring to a legal requirement, but just to a commonality of beliefs?

It is implicit in the CSA constitution.

The citizens of each State shall be entitled to all the privileges and immunities of citizens in the several States; and shall have the right of transit and sojourn in any State of this Confederacy, with their slaves and other property; and the right of property in said slaves shall not be thereby impaired.

No slave or other person held to service or labor in any State or Territory of the Confederate States, under the laws thereof, escaping or lawfully carried into another, shall, in consequence of any law or regulation therein, be discharged from such service or labor; but shall be delivered up on claim of the party to whom such slave belongs,. or to whom such service or labor may be due.

Each state would be required to acknowledge the rights of slave owners; therefore, each state would be required to allow slavery.

The Confederate States may acquire new territory; and Congress shall have power to legislate and provide governments for the inhabitants of all territory belonging to the Confederate States, lying without the limits of the several Sates; and may permit them, at such times, and in such manner as it may by law provide, to form States to be admitted into the Confederacy. In all such territory the institution of negro slavery, as it now exists in the Confederate States, shall be recognized and protected be Congress and by the Territorial government; and the inhabitants of the several Confederate States and Territories shall have the right to take to such Territory any slaves lawfully held by them in any of the States or Territories of the Confederate States.

All new states carved from Confederate territory (although there wasn't any) would be required to allow slavery.

As a requirement? No, it's not.

Only that they would be forced to recognize the institution of negro slavery as legal.

And that's why it's implicit, not explicit.

So therefore a Free State (say, Kansas) could have joined the CSA, but if a slaveowner decided to move to Kansas, then Kansas would have to recognize that slaves of that owner was his property.

Suppose that did happen. In that case, suppose a slaveowner in Georgia, a State where a slave owner was not permitted to free his slaves, could move to Kansas - and then set his slaves free.

Kentucky was a slave state but did not join the South. I grew up in Mississippi, in fact, Jefferson Davis's home was about two miles from my house. Mississippi wasted no time joining. Had I lived back then, I would have fought for the North. Sorry do not listen to Glen Beck. Is he like Rush Limbaugh?

That would seem to be the case.

But two-thirds of the Confederate House and Confederate Senate would have to agree to admit a free state, and that seems as unlikely as would a free state agreeing to some form of a fugitive slave law.
