    States can allow 4-year-olds to vote if they want. The amendment was adopted to ensure that all people 18 and older can vote no matter where they live. Just as the 19th Amendment guaranteed the right of women to vote no matter where the live, even though some states had denied women the right to vote.

    In 1943, Ga was the first state to allow 18 year olds to vote (including college students who were not resident of Ga) Seems I remember the reason for the Const Amend was to have the same age thur out the United States.

    In fact, there is at least one city that allows 16 years old to vote
