Since when does 3% of a membership make a quorum? You would need over 100 members for even a 25% quorum. If I heard correctly only 15 members were in the House when the "vote" for the "tax cut" bill came up. In fact it was passed "with unanimous consent". Another-words if only one Congressman with the courage of his convictions spoke up he would have forced the entire House to vote on this important bill - which the House had just voted down a day or so previously. I would like to mention I don't have a problem with "unanimous consent" on a non controversial issue - say naming a Post Office or ect. but this?
