    Tuesday, the people of Indianapolis elected Republican Greg Ballard as Mayor. He is calling it "the biggest upset in Indiana political history."

    A retired Marine Lt. Colonel, Ballard had $300,000--much of that donated only in the last two weeks--against a popular incumbent Democrat with $3,500,000.

    Yet Ballard won and also had coattails that carried a nearly 2-1 majority on the City-County Council.

    The Indianapolis Republican Party was thought to be out of business but the Democrats were unable to respond to ever rising crime and murder, higher city income taxes, massive increases in local property taxes, and their own corruption. As the local newspaper headlined, Ballard stunned the Democrats.
