    </font>[/QUOTE]The Democrats have the most to lose if the filibuster is abolished because they are ruled by a liberal minority that only needs 41 votes to create gridlock. From the source listed above by Ken, I quote, "Filibusters were particularly useful to southern senators blocking civil rights legislation in the 1950s and 1960s."

    If the Republicans lose the Senate this November, look for the 3/5ths rule for cloture to continue. If the Republicans win, then Frist should do what he failed to do last time and that is revise the rules of cloture at the beginning of the new Congress.
