Are they a Red State or a Blue State

Suppose in an election a State votes this way:

REPUBLICAN-------------DEMOCRAT

PRESIDENT--------------GOVERNOR
US SENATOR------------US SENATOR *
10 Congressmen--------10 Congressmen *
State Senate Majority---State House Majority

* For the purpose of this thread, for whatever reason - the State needed to elect 2 US Senators

** Assume State has 20 Congressmen

So would this State be a Blue or a Red State

Bottom line, how is it determined if a State or Commonwealth is Red or Blue?
