At the Mayor's press conference she made it clear that she hadn't given "Space" to anyone other than the peaceful protestors. She can't control the non-peaceful protestors who took advantage of that.

 

While watching the goings on in Baltimore, I'd just like to wish everybody a Happy Confederate Memorial Day.

She didn't give THEM anything. So save that lie too. She gave the peaceful protestors the space to protest. The rioters just found out about it and moved into the space.
