    The "needs" of the military are the tools.

    Do civilians "need" body armor? Up-armored humvees? Planes that can perform close-air and long-range bombing support? Tanks that not only take the fight to the enemy, but protect the troops inside them?

    And let's not forget: What's President Obama going to do about this?
