    The whole concept, in general, is that of unification, of economic interestes, protection, and cooperation. It is the same as the European Union in eventual effect (if it continues to grow, which one would think it would). This is my understanding of the article and similar ones. Do you agree?

    Mexico is the fly in the ointment in so many ways.

    The report, as a whole, has much to recommend it.

    The dissenting opinions addressed most of the problems that I would have with it, notably the dissents of Falkenrath and Gottleib, and a couple of others.
