Chokeholds Are Illegal

    How can the officer be completely innocent seeing that chokeholds are illegal in New York? The man's breathing was definitely restricted. And yet police violate this rule/law often in New York.

    Choke holds are not "illegal".

    They are prohibited for use by the officers of NYPD. It's a departmental policy.

    So should the officer be punished for breaking the "regulation"?

    Chicken dodge. I ask if you think he should be punished. He violated the regulation.
