Do we need a a right to vote

    No photo ID needed to vote. That was my first thought.

    Here's the second.

    Complete control over how states handle elections.
    No rights remaining in the states with regards to how elections are handled.

    -- Primaries held in accordance with schedules established by Congress.
    -- Voting method determined by Congress.
    -- Residency requirements determined by Congress.
    -- Election of county dog catcher controlled by Congress.

    It starts out nice " A CITIZEN...", but the law does not indicitate how one proves oneself to be a citizen.
