...The high-stakes head count of Census 2010 is weeks away, and many state officials across the South and Southwest worry about getting an accurate count of the Hispanic population; and, more specifically, the illegal immigrant population.

Census officials say the illegal immigrant population is key in this year's census, not only from a statistical standpoint but also because much-needed federal money hangs in the balance.

Those counting heads for the 2010 Census are charged with counting not just every legal resident, but also an estimated 10 million people who live in the U.S. illegally. And regardless of their status, each person counted funnels about $1,400 in federal funding to local communities. That's why states like Arizona, with large illegal populations, are making the effort to count everyone. Peter O'Dowd reports from member station KJZZ.

Speaking of faithless electors, there are 3 GOP delegates who are threatening to bail because of Ron Paul.

BTW, the Rev is correct. Whether a person is an illegal or not is not on the Census.

Thankfully most states in the south and southwest are Romney states anyhow. New Mexico and Colorado to a lesser extent. That still does not excuse the problem, which I agree with you.

Yes, the census will make every effort to count illegals. Yes, illegals are counted if they choose to enter themselves to be counted on the questionnaire.

Your assumption that all illegal immigrants have been counted is impossible to determine and simple common sense says it can't be true.

    From your link:

PETER O'DOWD: Uncle Sam shouldn't hold his breath waiting for this woman's census form.

    ORLANDA: (Foreign language spoken)

O'DOWD: The mother of two doesn't want the government - or you, for that matter - knowing who she is or where she lives. So we agreed to use her first name only. Nine years ago, Orlanda moved here from Mexico, illegally. And at this Palm Sunday church breakfast, she feels safe.

Orlanda lives her life in fear of an immigration raid. And if a census taker comes to her door, she'll ignore him.

The answer is not to 'fix' the Electoral College but to 'fix' the way representatives are chosen.

It has already been done so precedent is set.

Originally Article I Section 2 said this

Perhaps it should be amended to read something like

Would that be a fix to the current 'broken state' of the Electoral College?

Would Congress have to approve the Contract?

No State shall, without the Consent of Congress . . . enter into any Agreement or Compact with another State, or with a foreign Power.
The U.S. Supreme Court has ruled in Virginia v. Tennessee, 148 U.S. 503 (1893), and several more recent cases, that such consent is not necessary except where a compact encroaches on federal supremacy.[39] Every Vote Equal argues that the compact could never encroach upon federal power since the Constitution explicitly gives the power of casting electoral votes to the states, not the federal government. Derek Muller, an opponent of the compact, argues that the NPVIC would nonetheless affect the federal system in such a way that it requires Congressional approval.[40] Regardless, supporters of the NPVIC plan to seek congressional approval if the compact is approved by a sufficient number of states

In the article, there are reasons for and against Congressional approval, depending on where you read in the Consititution. What is your opinion of the concept of the law or compact? Some states will never join this compact or will join it way down road. If it ever reaches the threshold of a majority of electoral votes (and whether or not Congress must approve), there will be states awarding their electoral votes based on national vote, and states awarding electoral votes based on the state popular vote. It sounds like a mess to me, and would take a genius to figure out a stategy in campaigning.

It seems it is just best left alone. The whole purpose of this seems to be election by popular vote without technically getting rid of the Electoral College. It almost seems if the country decides on this law, it would be better to just have a straight popular vote.

I'm not denying that the census bureau is empowered to count illegal immigrants. It was a hot topic in 2010. What I'm saying is that illegal immigrants will take whatever action necessary to be among those people that ARE NOT COUNTED. Comprendre?
