    Looks like he has put himself under the authority of a different church, being counseled and held accountable by his new pastor.

    No, he shouldn't return to any leadership role.


    So, he admits to buying drug but he didn't take any?

    No, he left the church where his so-called rehab was based. This scum also violated his rehab rules by begging for money.

    Then that would be why he left the rehab, he was moving churches, and the rehab is run by the former church. That makes sence.

    No, he wasn't. He agreed to stay in this rehabilitation program, and has violated the terms of the agreement more than once.

    agreement with who? was it legal, then the courts will handle it.
    what kind of program is it, drugs?

    There wasn't any agreement. Haggard voluntarily entered into an arrangement that wasn't legally binding.

    And that is not an agreement how? He agreed to enter the program and abide by its rules.

    Haggard entered voluntarily. He needs counseling, but that's up to him.
