I came across this in an article on the current situation in Israel with the Kassam rockets being launched onto the Israeite city of Siderot. I cant see how Hamas permitting these Kassam rockets to be launched is any different from carrying out suicide bombings?

meanwhile, Hamas is said to be divided on a question that would ensure the current spike in violence is but a prelude for much worse — whether to revive the tactic of suicide bombs. Not once in 16 months has Hamas, far and away the most prolific of the Palestinian Islamic movements, resorted to the bomb belt — a restraint that not only has kept its current leadership out of the crosshairs of Israeli assassination sights but enabled it to form a government in a bid for political legitimacy yet to be codified by international acceptance.

Reports from Damascus suggest Hamas' exiled leadership is agitating for more suicide attacks, even as its newly elected political leaders in the territories hesitate. And like Israel's Peretz, the local leaders feel the heat of the street — particularly in Gaza, where outrage over Friday's civilian tragedy only further seared a populace welting under a fourth month of an international aid boycott triggered by the formation of the Hamas government.
