Hillary Clinton's Energy Plan

    Regardless of who puts out these various energy proposals(Bush, Clinton, etc.) I wonder how they can make these claims that we will use X amount of oil, or X amount of alternative fuels, etc., by X date, especially when their plans are dependent on new technologies yet to be brought online.
