    If the person in question is the homeowner, then I agree it is irresponsible. But if they are rental units, then the owners are the irresponsible ones for not ensuring that their rental units meet all code and regulations that they have to meet. If the landlords have proof that the tenants are destroying the property, then they can have the tenants evicted.

    TC - I agree that the owner is legally responsible but if you are calling a taxi, a UPS pickup, ambulance, ect - how important is it to you that they can find your house.

    Remember - this show a trend of a lack of responsibility
