Necessary and proper clause

    I wrestled with whether to put this instead in the Politics forum but it is rooted in a debate from history.

    I came across this interesting article by Randy Barnett on the original meaning of this clause, which is a subject of intense debate among those concerned with original intent, and between conservatives and liberals (and even within both camps). Barnett relies heavily in history in presenting different viewpoints from our Founding. I think that many will find it interesting but Penn and Ken in particular who may find, as did I, a fellow student and believer of original intent, some evidence that works for and against their own notions of this clause.
