I just saw and ad on TV by the state of NY promising that if you come to NY and start a business you will not have to pay taxes for 10 years.

So NY runs good businesses out of the state and now they are having to resort to this.

OR is running businesses out due to taxes and regulations and have been giving tax breaks and property at diminished prices to get some back in.

Salem bought a property for future business site, later sold it, found it had serious epa problems, lost aa mill. or two.

Nothing new for NY - here in the Salt City - Mr. Robert Congel has found every trick in the book to escape taxes and he has been very sucessful.

Back in 1990 - he opened Carousel Center with a Pilot (payment in leiu of taxes) program. The amout paid is extremly small % of what should have been paid. This pilot was to last for 20 years- okay - lots of construction jobs, new permant jobs ect - was the trade off.

Well, Congrel decided to exapnd the mall -which would be called Destiny - once again he wanted ll kinds of concessions, including to extend his orgianal Pilot program on the orgianal mall for another 20 years. The mayor at the time was showing a tough stand - but within 30 days of winning election - an agreement was singned.
There were all kinds of delays. A bank had given approval for an extemely loan - at the last minute, Congel found another bank - but demanded his deadlines be extended.

The stories on Congel are endless. Many small contractors have complained that they have been cheated out of agreed payments. Congel has a great team of lawyers.

The local radio talk show host - said that we should give Congel ANYTHING he wants - because of all the jobs that would be created. Fact: Jim Reith (talk show host) was invited to Congels home for a media meeting - but was required to sign a non-disclouser waiver - Reith said he never does that - but in this case he did. Reith often had Congel (or a rep) as guest - during all this. But after Congel got all he wanted, it appeard they never had time to be on Reiths radio show.
    ect, ect, ect,

    From Time Warner Cable News

Were jobs created - you might say yes -
were new jobs created - that was deabatle -
as other local malls and other small business closed or greately reduced.

Proponents of Carsoel/ Destiny stated that 100,000 people would visit every DAY.
The Salty City is home to the Great New York State Fair -(12 day annual run) Only a few times has the fair attacted over 100,ooo vistors. Really, who wants to Drive to Central New York in the middle of winter - with an average of 150+ inches of snow a season.

I hope the ads work. The employers that are here now aren't hiring, growing, or moving forward in any meaningful way. Maybe King Cuomo can dupe a handful into coming long enough to give us a boost.
