The "or" clause is significant. It means that any school who allows their premises to be used for religious instruction (such as renting to churches) is included. There is a big difference between an "or" clause and an "and" clause.

Some of you are missing it in your haste to defend democractic principles.

I don't think the bill was intended to give money to non public schools, so giving it to mosques is really a silly objection. We should be able to dispense with that. But of course if you have to defend Obama at all costs, you will say just about anything ... just like those who had to defend Bush at all costs.
