Odd little problem (Wheel Mouse)

I have a GE Deluxe Optical Wheel Mouse with dual wheels. The vertical scroll wheel works great but the horizontal scroll wheel doesn't work with Netscape 7.2. It works with every thing else (IE, Netscape 4.7, Microsoft Word, etc.). I have not been able to get help at GE, Netscape, or other bulletin boards. I will try more places but I hoped someone here might have a clue.
