The houses are not finished. In my area, you are not reassessed until the home is done and you receive a CO. So - no story.
C'mon Bill, you know that she didn't "cheat." The buildings aren't even finished. Who would seek to report that before they're even constructed?

a building has to be complete before taxes are owed, no cheating otherwise if they followed the law.
Tim Geitner and Al Sharpton commit tax fraud and evasion for years and you ignore that, but Palin doesn't pay taxes that she never owed in the first place and that's a big scandal to you?

Is Palin supposed to keep her attorney updated on the construction progress of a property that she only partially owns?
does your attorney know all about your house and what you do there and how much you own of it and how much your still paying?

Why would that be odd? Our family has a total of three attorneys and I doubt any of them could describe our property or our house in any detail.
The lawyer should have known about the livability of the Palin houses because the lawyer commented to the press about the status of Palin's property tax. A person who doesn't make full disclosure to his lawyer in a civil matter is a fool.
Say Palin finished the house except for installing the bathroom. Most every woman I know would claim the house was unlivable. Should this house then be exempt from the tax rolls? If not, how many interior doors would have to be absent for the house to be unlivable? It that doesn't work, then what would it take? The IRS rules that any structure, RV, boat which has a place to sleep, a place to cook, and a pot to pee in can be claimed as a residence. Most local jurisdictions would put a house on the tax rolls when it is a specified percentage of completion.
When was the last time you updated your attorney about your house.
The lawyer's comments were about the law.
He merely said that it is the responsiblity of the assessor to keep track.
If that is the law in that county that is the law.

Federal Income tax regulations and property tax regulations are not the same thing.

In our town, a home is assessed when it has a CO. Without a CO (certificate of occupancy), it is not assessed.
I don't know about where you live buy here a house is deemed unliveabe without a functioning bathroom. Since a house with no bathroom is unliveable to can bnot be called liveable.
