He is speaking of the conscience of the unredeemed sinner that turns to seek answers, as everyone on at least one occasion in their lives is prone to do. Some find God when they do so.

Did he not say "God’s mercy has no limits if you go to him with a sincere and contrite heart"?? He specifically qualifies the need to have a sincere and contrite heart before God. Correct? Or not?
