I had a half-baked idea I thought I'd share with you all. One of the major impediments to a two-state solution to the Israeli-Palestinian conflict is who will have control of Jerusalem. My answer is neither and both. I would make Jerusalem a sovereign city-state like Singapore, Monaco, and the Vatican City with a government modeled after that of the Principality of Andorra. In Andorra, they have an elected legislature with the President of France and the Roman Catholic Bishop of Urgell serving as co-princes. The co-princes of Andorra are the nominal heads of state. Here's how this would work- the inhabitants of Jerusalem would elect a legislature which would have all of the real power. The Israeli president and the Palestinian president would serve as the co-princes of Jerusalem, each with the style His Serene Highness. They would be figureheads and the nominal heads of state.
