    And it means absolutely nothing. Just an attempt to mollify the voters.

    I don't think a constitutional amendment is called for, either. I'm absolutely opposed to cluttering up the Constitution with this kind of thing, just like I'm opposed to an anti-flag burning amendment and a school prayer amendment.
