Tablet PC Question

Any tablet PC users here? could you recommend some form software (that doesn't cost more that the tablet PC?). i need to create forms, fill them in (including ink signatures), store in a database, and eventually transfer data to and from a mainframe. mi-forms seems to be the best so far, but is very expensive (starting at $5,000)
