    ...Countries that signed on to a United Nation’s plan for environmental reform are now faced with the reality that their very own actions have actually encouraged pollution rather than curve it.

    Here’s what happened, according to the New York Times -

    Factories in the developing world quickly figured out that they could earn several thousand carbon credits for manufacturing items that created the most dangerous pollution levels. The credits could then be sold on international markets, earning tens of millions of dollars a year....
