I've been think about the fiscal cliff lately and I thought of a way to increase tax revenue and promote marriage in America. Reduce the child tax credit for illegitimate children. That would reduce the number of <edited - LE illegitimate> children and promote dual-income married families which would reduce welfare roles and save even more money.

The OP surely must be an attempt at satire.

Even better, kill the largest welfare program in the country. The Earned income credit cost taxpayers $70 billion a year.

Bring it out in the open, subject to debate in Congress, instead of flying below the radar as part of the tax code.
