Was the water baptism of Jesus a prophetic picture or symbol? Take even the statement, "for thus it becomes us to fulfill all righteousness." Did the water baptism fulfill all righteousness or did it picture that which would fulfill all righteousness? Is all righteousness, the righteousness of God?

I think it's both. But bear this in mind:

John 1:33 And I knew him not: but he that sent me to baptize with water, the same said unto me, Upon whom thou shalt see the Spirit descending, and remaining on him, the same is he which baptizeth with the Holy Ghost.

34 And I saw, and bare record that this is the Son of God.

The water baptism didn't make Jesus any more God, but was a sign to John, that the Messiah had indeed come to fulfill all that was written about Him.
