The Parable of the Good Samaritan (Luke 10:25-37) In short, a true neighbor is one who acts neighborly. Question: You must "love thy neighbor as thyself". And your true neighbors are those who show mercy (who are "neighborly"). Does that meant that you must only love those who are merciful as thyself? If someone is greedy and corrupt and cruel, are you not obligated to "love them as thyself"?
