Reasons for not passing a budget

No leadership from the White House
They are off more days than they work
When they do meet, they do nothing
While in session, they do not govern, they play political games to enhance their own political power instead of serving the people
The Senate is lead by two leaderless stooges, Reid and McConnell
Nancy Pelosi leads the Democrats in the House. The second in command for the Democrats is a better leader.
Each Congressman has sold his or her soul to some lobbyist or campaign contributer
Most are involved in some kind of under the table money scheme
    Most all ignore the Constitution
None have a vision of what is best for the nation, but their district, and that is to ensure their reelection
    etc
    etc
    etc
