If the slave issue was the main reason for the War Between the States, why didnt Lincoln and/or Congress outlaw it immediately?

The American Revolution was a civil war because the rebels had no interest in revising the government in London. The American Civil War was a revolution because it pragmatically re-wrote the Constitution, giving supreme powers to the president. We have been ruled by secret evecutive orders ever since. We Don't know what our laws are and can't find out.
