In John 3 Jesus explains the New Birth to Nickodemus and then goes on to compares being born of the Spirit to that of the wind blowing.

John 3:8 The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.

Is there a sound that proceeds the Spirit Birth? If so what is it? If not, what was Gods intentions through the verse?

The wind in John 3:8 is a direct reference to the Holy Spirit, Who cannot be seen, heard or explained but His affect on the believer is nonetheless very noticeable.

It is pun! The point is that no one can control the Holy Spirit. The Holy Spirt regenerates the one whom the Holy Spirit chooses to regenerate. Not one can force the Holy Spirit to act by "inviting Jesus into one's heart" or bay any other means. God is not subject to blackmail and hissy fits.

There is no actual sound. Comparing it to the wind blowing is showing that we can not be saved by ourselves, but only by the work of the Holy Spirit.

"Inviting" is not "forcing" nor "controlling". The Holy Spirit does not "choose" at random whom He wants to save. The Spirit follows the Word of God. Jesus explained to us how we recieve the rebirth...

Jhn 4:10 Jesus answered and said unto her, If thou knewest the gift of God, and who it is that saith to thee, Give me to drink; thou wouldest have asked of him, and he would have given thee living water.

Luk 11:13If ye then, being evil, know how to give good gifts unto your children: how much more shall [your] heavenly Father give the Holy Spirit to them that ask him?

Or in other words, invite Jesus (through the Spirit) into your heart.
