Suppose the Government decided to set up different funds for operations:

For example here are 7 general areas

Gen govt operations ( congress, ect)
    Education
    Foreign Aid
    Homeland Security
    Military
    National Parks (incl historical sites)
    Social Service (welfare, ect)

and the amount of tax deducted from your pay check would be sub-divided and indicated on you pay voucher?

Further, the Government could not borrow from one line item to fund another. So, if Social service was running low on money, folk would only get a partial check.

    Thoughts?

Would this system work if applied to your local church and denominational budgets?

Same for the churches we've been a part of, and if it runs out it's done. Makes for good management because you know what happens if you run out of money.

The idea has some merit but may be too complicated to put into practice.

I favor the plan. Of your very limited choices I'll chose 100% national parks.

Seems a bit confusing, though if a citizen wants they could just check the budget and divide.

First off, I assume you are speaking of the Federal Government. That being the case, then your list is too long. Since there are things on the list that are NOT the responsibility of the Federal Government, it should be more like:

Gen govt operations ( congress, ect)
    Military (including border security)
National Parks and lands (incl historical sites)
    Social Security
    Federal Transporation Systems (DOT)

Things like foreign aid - if needed - should be run through congress each time it is considered. Our Federal Government should never had any hand in welfare or social security - but that cat is out of the bag. So many of us have been paying into it now for so long that it is too big an issue to just die away.

Can you imagine putting the federal government on a budget? They'd have apoplexy!
