As has been used among groups such as Pentacostalists/Charasmatics, and some Arminian groups?

Teaching there is a second distinct act in which God empowers us to live as victors/effective soul winners etc?

Not likely. The "second blessing" (or "baptism of the Holy Spirit," as many charismatics call it) has its basis in Wesleyan theology, but is taken way overboard.

I think the OP is asking about the "Second Work of Grace", not the "baptism of the Holy Spirit". The only Pentecostal denomination of any size that believes in the Second Work of Grace (SWG) is the Pentecostal Holiness Denomination. They believe the SWG is a distinct action of santification empowering the Christian to abstain from sin. I think there are one or two Non-Pentecostal denominations that also believe in the SWG. Of course there are probably some independent Pentecostal churches that believe in the SWG as well as other different things.

The SWG is considered a second blessing and is a different experience from the speaking in tongues (or "baptism of the Holy Spirit,").

In answer to the OP, I don't know of any Baptist churches that believe in SWG, but there may be some small independent Baptist churches that do.
