What is the difference- (War)

    Congress can declare war

    Congress can authorize funding for war

    Q # 1 What is the difference?

    Q # 2 If we declare war in Afghanistan - who would we declare war against?

    Q # 3 Suppose Congress declared War - but the President does not agree?

    Article I - Section 8
    To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water

    Q # 4 Exactly what does "Declare" mean?
    Is this sufficient?

    Q # 5 Do you believe the President has Constitutional Powers to conduct Military operations?


    Q # 5 Does the WPA give the POTUS too many Powers

    I don't pretend to know the American system, but I understood the president could declare war, but the congress or senate could refuse funding!!! I don't know.

    The president can petition congress to declare war. At least until G.W.Bush came along.

    Congress can absolutely defund a war.

    I didn't know that Bush had something to do with the Korean and Vietnam war?

    And while you are at it, would you mind answering the questions in the OP?
