Could it be possible for someone to be the leader presiding over both the U.S. House and the U.S. Senate?

I can't imagine it would. The House chooses the Speaker from within. Senate rules and House rules seem to prohibit a member of the Senate from being on the floor of the House without special permission.

I don't know though, I mean the whole system is kinda wacky...

But I betcha somebody could be Vice President and preside over the Senate. ;)

It's happened twice in U.S. history.

Constitutionally the V.P. is the President of the Senate and votes in case of a tie. Jefferson as V.P. under John Admas presided over the Senate on a day to day basis. However, after him I don't know of a V.P. who exercised the office unless it was for a joint session (that's why you see the V.P. and the Speaker of the House on the podium behind the POTUS during the State of the Union address) or if it's know that a tie vote will take place.

Neither Colfax nor Garner served as speaker and vice president simultaneously. Colfax resigned from Congress the day before his inauguration as vice president; Garner gave his farewell speech in the House on March 4, 1932, and then went over to the Senate to take the oath as the vice president.

The Speaker of the House would have to be an elected Congressman. I don't see how you could be a Congressman and have another office at the same time.

But then I agree with Mark Twain that we have the best Congress that money can buy.

John Nance Garner was re-elected to the Seventy-third Congress on November 8, 1932, and on the same day was elected Vice President of the United States, making him only the second man to serve as both Speaker of the House and President of the Senate on the same day (March 4, 1933) after Schuyler Colfax (March 4, 1869).

Oh, you are saying that those two held two offices for one day. So, in other words, Speaker of the House is not a dead-end job afterall? It must happen a lot that someone holds two offices for one day. If you had a nice quiet life, why would you want to be an elected official?
