U.S. Strategy Plan Calls for Insuring No Rivals Develop A One-Superpower World

Pentagon’s Document Outlines Ways to Thwart Challenges to Primacy of America
By Patrick E. TylerSpecial to The New York Times

WASHINGTON, March 7 – In a broad new policy statement that is in its final drafting phase, the Defense Department asserts that America’s political and military mission in the post-cold-war era will be to ensure that no rival superpower is allowed to emerge in Western Europe, Asia or the territories of the former Soviet Union.

A 46-page document that has been circulating at the highest levels of the Pentagon for weeks, and which Defense Secretary Dick Cheney expects to release later this month, states that part of the American mission will be “convincing potential competitors that they need not aspire to a greater role or pursue a more aggressive posture to protect their legitimate interests.”

The classified document makes the case for a world dominated by one superpower whose position can be perpetuated by constructive behavior and sufficient military might to deter any nation or group of nations from challenging American primacy.

Wolfowitz Doctrine is an unofficial name given to the initial version of the Defense Planning Guidance for the 1994–99 fiscal years (dated February 18, 1992) authored byUnder Secretary of Defense for PolicyPaul Wolfowitz and his deputy Scooter Libby. Not intended for public release, it was leaked to the New York Times on March 7, 1992,[1]and sparked a public controversy about U.S. foreign and defense policy. The document was widely criticized as imperialist as the document outlined a policy of unilateralismand pre-emptive military action to suppress potential threats from other nations and prevent any other nation from rising to superpower status.

With each passing day, The Kremlin seems less and less interested in observing any niceties with regard to how it describes Russia’s military involvement in Syria.

Initially, it seemed likely that Moscow would go the Ukraine route by providing logistical support and lurking behind the scenes while officially denying - or at least downplaying - its role in the conflict. Over the course of the last two weeks, it’s become increasingly clear that Russia now intends to make no secret of its intention not only to stabilize the Assad regime but in fact to turn the tide completely with the provision of advanced weapons and equipment including combat aircraft, tanks, and drones.

The only remaining question was how long it would be before Syrian Foreign Minister Walid al-Moualem made an official request for ground troops, allowing Moscow to abandon all pretense that Russia isn’t officially at war and while we may not have reached that point yet, you can’t very well build a forward operating base and not staff it which is why now, according to FT, Moscow is set to send 2,000 troops to Latakia as part of the mission’s “first phase”. Putin Deploys 28 Combat Planes in Syria, Taunting West to “Join Forces Against ISIS”

Who are the real enemies in the Middle East?

Is it ISIS – ransacking, raping and beheading its way across the region to carve out a new Caliphate and threatening terrorism inside U.S. borders – or is it Putin and his gang, cornering American statesmen in a deadly game of chess that could lead at any time to all-out nuclear war?

The answers may be conflicting, but it is clear that Obama has no idea what he is doing, and no way of containing all that confronts U.S. interests overseas. Check.

With Ukraine still boiling in the background, Vladimir Putin has taken things up a notch in Syria, by deploying 28 combat planes to aid Assad’s regime for reasons that don’t exactly rule out offensive attacks, or downplay concerns about Russian aggression..

This is just the latest and most pointed maneuver in the build-up of what has been dubbed “the largest deployment of Russian forces outside the former Soviet Union” since its collapse.

It seems to me in a rational world we'd recognize that the US and Russians both face the same existential threats--radical Islamic terrorist and secular progressivism. But the powers-that-be couldn't care less about finding any common ground with the Russians, who having slowly been recovering some of their Christian heritage, while we in the States plunge headlong down the road to cultural Marxism.

And corporate fascism, the merging of corporate and government power. In newspeak it's known as "public private partnerships".

The PTB in the US aren't interested in eradicating the Islamic terrorist threat. It works to their advantage in too many ways to keep such a threat alive.

    A. It works to their advantage because the Jihadis themselves can be used as proxy forces in Washington's world wide destabilization regime change policy.

    B. It works to their advatage as the threat of Islamic terrorism can be used to increase funding for the military and national security apparatus and to further militarize the police.

    C. It works to their advantage as the Islamic threat can be used to increase funding and centralize the federal government's power and control over citizens lives.

    D. It works to their advantage as the threat of Islamic terrorism has proven very useful in training conservatives to not just accept but demand bigger more intrusive government to protect them.

    E. It works to their advantage as the threat of Islamic terrorism justifies the crushing of dissent and demonizing anyone who raises concerns over the increasing speed we are losing our rights and freedoms.

    F. It works to their advantage as the threat of Islamic terrorism can be used to justify their drive towards an unelected world government.

If the opposite were true the PTB in the US would welcome Russia's help in combating the Islamic terrorist threat. I have my doubts that will happen and will be watching with interest at how the PTB in the US handle this situation in Syria. It may even work to open the eyes of those who have fallen for all the lies and media manipulations that have convinced them the PTB in the US are a "global force for good" instead of the easily bought and paid for corporate fascist warmongers they really are but I have my doubts about that as well.

Sec. State Kerry Warns U.S. and Russia May Clash in Syria

Kerry says Russian effort aimed at ISIS will escalate conflict

On Wednesday The U.S. Secretary of State John Kerry said Russian support for the government of Bashar al-Assad and its targeting of the Islamic State in Syria may lead to confrontation between the United States and Russia.

“These actions could provoke a further escalation of the conflict and lead to the loss of more innocent lives, increasing the flow of refugees and risking a confrontation with the anti-ISIS coalition operating in Syria,” Kerry told the Italian newspaper La Stampa.

The “anti-ISIS coalition operating in Syria” is comprised of the United States, Great Britain, France, Saudi Arabia, the United Arab Emirates, Bahrain, Qatar, Turkey, Jordan, Australia, Germany, the Netherlands and Canada.

Endgame: Putin Plans To Strike ISIS With Or Without The U.S.

On Sunday, we noted that Washington’s strategy in Syria has now officially unravelled.

John Kerry, speaking from London following talks with British Foreign Secretary Philip Hammond, essentially admitted over the weekend that Russia’s move to bolster the Assad regime at Latakia effectively means that the timing of Assad’s exit is now completely indeterminate. Here’s how we summed up the situation:

Revelations (which surprised no one but the Pentagon apparently) that Moscow is coordinating its efforts in Syria with Tehran only serve to reinforce the contention that Assad isn’t going anywhere anytime soon, and the US will either be forced to aid in the effort to destroy the very same Sunni extremists that it in some cases worked very hard to support, or else admit that countering Russia and supporting Washington’s regional allies in their efforts to remove Assad takes precedence over eliminating ISIS. Because the latter option is untenable for obvious reasons, Washington has a very real problem on its hands - and Vladimir Putin just made it worse.

As Bloomberg reports, The Kremlin is prepared to launch unilateral strikes against ISIS targets if the US is unwilling to cooperate. Here’s more:

Washington’s Longstanding Plans to Implement “Regime Change” in Syria

Washington doesn’t negotiate. It demands. John Kerry saying he’s willing to engage with Russia and Assad on Syria is smoke screen deception. Claiming the need for a political solution belies America’s rage for war.

Washington undermined Geneva I and II talks despite Russia’s best efforts. Longstanding US plans call for regime change.

Days after 9/11, retired General Wesley Clark visited then Defense Secretary Donald Rumsfeld at the Pentagon “No one will tell us where or when to bomb”, he was told. Military commanders said Iraq would be attacked.

On a second visit, Clark was told plans were to “destroy the governments in seven countries,” he explained. Besides ongoing war on Afghanistan, Iraq, Syria, Lebanon, Libya, Somalia, Sudan, and Iran would be targeted.

As a brigadier general in 1991, Clark met with then Under Secretary of Defense Paul Wolfowitz after Operation Desert Storm. He was told America planned multiple premeditated wars – intending to destabilize and redraw the Middle East, changing its configuration under US-controlled puppet regimes.

“We can use our military anywhere in the Middle East and the Soviets won’t stop us,” Wolfowitz explained. “And we’ve got about five or 10 years to clean out those old Soviet client regimes.” He named Syria, Iran, Iraq and other countries – calling multiple wars essential “before the next great superpower comes along to challenge us.”

“They want to start World War III over Syria. Give me a break,” Mr. Trump said at the State Fairgrounds in Oklahoma City, The Hill reported.

Turkish-Uyghur Terror Inc. - America's Other Al Qaeda

September 23, 2015 (Tony Cartalucci - NEO) - It is no longer tenable for the United States and its regional allies in and near the Middle East to claim they are backing "moderate rebels" in the proxy war raging in Syria, Iraq, and parts of Lebanon. There is the Syrian government on one side, and terrorists including Al Qaeda and its various franchises such as the Al Nusra Front and the so-called "Islamic State" (ISIS/ISIL) on the other.

If one is not supporting the Syrian government, it is very clear they are supporting Al Qaeda. So obvious is this fact, that the Western press and the corporate-financier think tanks that produce for them their talking points, have begun a campaign to re-brand Al Qaeda as a lesser evil vis-a-vis ISIS. In reality, there is virtually no difference, with the US and its regional allies clearly arming, funding, and supporting both.

The most recent and obscene manifestation of this re-branding was US Army General and former CIA Director David Petraeus' open calls to use Al Qaeda to "fight" ISIS. In the Daily Beast's article, "Petraeus: Use Al Qaeda Fighters to Beat ISIS," it was reported that:

China’s military advisers ‘heading to Syria to help fight ISIS’ – report

China will be helping out the Syrian government in the fight against Islamic State (IS, formerly ISIL/ISIS) by sending “military advisers,” media reports have claimed.

“The Chinese will be arriving in the coming weeks,” a Syrian army official told the Lebanon-based news website Al-Masdar Al-‘Arabi.

The report claims that a Chinese naval vessel is on its way to Syria with dozens of “military advisers” on board. They will reportedly be followed by troops.

The ship is said to have passed the Suez Canal in Egypt and be making its way through the Mediterranean Sea.

Israeli Likud Minister Yuval Steinitz will tell the United States, Russia and other world powers Israel will not tolerate Iranian forces near its border, the Jerusalem Times reported on Tuesday.

Steinitz made the remark as Israel’s prime minister, Benjamin Netanyahu, flew to New York to address the United Nations General Assembly on Thursday.

“In all of our discussions, first and foremost with the United States, but also with Russia and the rest of the world powers, we must make sure that the Iranian forces will stay in Iran,” Steinitz told Israel’s Army Radio.

“Nobody wants to see Russian forces in the area of the Golan Heights, but we definitely don’t want to see Iranian forces near Israel,” he added.

U.S. gives up effort to train Syrian opposition forces

President Obama and Russian President Vladimir Putin on Monday met privately, about their opposite views of the 40-year-old war in Syria that has led to the rise of ISIS and set off an enormous refugee crisis.

All this on the same day the Pentagon was forced to concede a key part of the president's Syria policy is a dismal failure. The program to train and equip Syrian opposition forces has been suspended.

    Russia Begins Airstrikes in Syria

Russia has launched its first airstrikes near the city of Homs in Syria, according to a senior U.S. official.

The anticipated strikes follow a decision on Wednesday by the Federation Council, the upper house of the Russian parliament, to grant president Vladimir Putin permission to launch airstrikes against the Islamic State, according TASS, the state news agency.

In a report today covering Russian airstrikes against the Islamic State, The New York Times said Homs, the city where Russia has targeted ISIS, “is not under the control of the Islamic State.”

U.S. DEATH SQUAD BOSS CRITICIZES RUSSIA’S EFFORT TO ELIMINATE ISIS IN SYRIA

The wife of the former chairman of the Federal Reserve, Andrea Mitchell, has sent out a tweet quoting former U.S Ambassador Robert Ford, who says Russia is bombing “rebels” and civilians, not the Islamic State.

Ford, as a deep insider, knows there is little to no difference between the “rebels” and ISIS.

The establishment media has gone out of its way to prop up the illusion there is some sort of secular, non-Islamic, non-Wahhabist opposition in Syria.

News reports, even those published by the war propaganda tool The New York Times, admit the jihadists run the proxy war to overthrow the government of Bashar al-Assad.

Ford is a key architect of the current policy in Syria, including support for al-Qaeda.

The Red Line and the Rat Line

Seymour M. Hersh on Obama, Erdoğan and the Syrian rebels

In 2011 Barack Obama led an allied military intervention in Libya without consulting the US Congress. Last August, after the sarin attack on the Damascus suburb of Ghouta, he was ready to launch an allied air strike, this time to punish the Syrian government for allegedly crossing the ‘red line’ he had set in 2012 on the use of chemical weapons. Then with less than two days to go before the planned strike, he announced that he would seek congressional approval for the intervention. The strike was postponed as Congress prepared for hearings, and subsequently cancelled when Obama accepted Assad’s offer to relinquish his chemical arsenal in a deal brokered by Russia. Why did Obama delay and then relent on Syria when he was not shy about rushing into Libya? The answer lies in a clash between those in the administration who were committed to enforcing the red line, and military leaders who thought that going to war was both unjustified and potentially disastrous.

Pentagon to open ‘lines of communication’ with Russia over strikes in Syria

The US will open “lines of communication” with Russia to avoid “misjudgment and miscalculation” as a US-led coalition conducts strikes against ISIS in Syria. Moscow is assisting government forces in their fight against the terror group.

“This morning, [Defense] Secretary [Ashton] Carter directed his staff to open lines of communication with Russia on deconfliction,” Pentagon press secretary Peter Cook told reporters at a press briefing.

Pentagon officials have stressed the need for “deconfliction” with regards to the coalition and Russian forces. The two sides are set to discuss their respective actions in order to reduce the risk of accidents.

“The purpose of these deconfliction discussions will be to ensure that ongoing coalition air operations are not interrupted by any future Russian military activity, to ensure the safety of coalition air crews and to avoid misjudgment and miscalculation,” Cook said.

Russians are firing back, not only in Syria, but in the information war

"They're Hopping Mad In The US And Saudi Arabia": Russian Strikes In Syria Spark Epic Western Media Propaganda Blitz

We are now two days into Russia’s air campaign against anti-regime forces in Syria and both Moscow and the West are rushing to spin the narrative.

The frantic attempt from both sides to shape public opinion has been truly amazing to behold and the sheer amount of coverage speaks to what we said on Thursday about just how important the conflict really is for the Mid-East balance of power.

For the US, portraying Russian airstrikes as supportive of a murderous regime and as an imminent threat to civilians is key, as it allows Washington to explain away the fact that the US and its allies haven’t coordinated their efforts with Moscow. Take the following from CNN for instance, who reports that Russia has made a “strategic blunder” and that by opening an air campaign, Russia risks raising the spectre of the Soviet-Afghan war in the minds of potential jihadists who will supposedly rush into Syria to join the fight:

By Bombing Terrorists in Syria Russia Hits Washington's Raw Nerve

Russia is undoubtedly bombing insurgents supported by the US, but that is only because Washington has intentionally supported Al Qaeda and ISIL in Syria, geopolitical researcher Tony Cartalucci remarks.

    < snip >

"In reality, from the beginning, there were never any moderates. Starting as early as 2007, years before the war in Syria began, the US as a matter of policy had long since decided to intentionally fund and support the Syrian Muslim Brotherhood — for all intents and purposes the political wing of al-Qaeda — and begin arming militants affiliated with al-Qaeda itself," Bangkok-based geopolitical researcher Tony Cartalucci elaborates in his article for New Eastern Outlook.

Don't be surprised if you start hearing reports on TV from the "Syrian Observatory For Human Rights" an oft cited favorite source of Fox News.

Keep in mind that it's a one man propaganda operation in the employ of the EU and one other un-named European country.

NYT admits fraudulent Syrian human rights group is UK-based "one-man band" funded by EU and one other "European country."

April 12, 2013 (LD) - In reality, the Syrian Observatory for Human Rights has long ago been exposed as an absurd propaganda front operated by Rami Abdul Rahman out of his house in England's countryside. According to a December 2011 Reuters article titled, "Coventry - an unlikely home to prominent Syria activist," Abdul Rahman admits he is a member of the so-called "Syrian opposition" and seeks the ouster of Syrian President Bashar Al Assad:

After three short spells in prison in Syria for pro-democracy activism, Abdulrahman came to Britain in 2000 fearing a longer, fourth jail term.

"I came to Britain the day Hafez al-Assad died, and I'll return when Bashar al-Assad goes," Abdulrahman said, referring to Bashar's father and predecessor Hafez, also an autocrat.
One could not fathom a more unreliable, compromised, biased source of information, yet for the past two years, his "Observatory" has served as the sole source of information for the endless torrent of propaganda emanating from the Western media. Perhaps worst of all, is that the United Nations uses this compromised, absurdly overt source of propaganda as the basis for its various reports - at least, that is what the New York Times now claims in their recent article, "A Very Busy Man Behind the Syrian Civil War’s Casualty Count."

John McCain says US is engaged in proxy war with Russia in Syria

Senator John McCain said on Sunday the US was now engaged in a proxy war with Russia in Syria, as a result of “an abdication of American leadership” on the part of the Obama White House.

That's right John the Wolfowitz Doctrine specifically outlined a policy of unilateralism and pre-emptive military action to suppress potential threats from other nations and prevent any other nation from rising to superpower status. Like Russia, especially like Russia.

    U.S. Implements the Wolfowitz Doctrine

Obama went and screwed it all up! Evidently he didn't fund, train and arm enough Sunni Islamic extremist head choppers and crucifiers to overthrow the Assad regime fast enough to get the job done.

Oh and "our" support of these radicals not "moderates" there never was any "moderate" head choppers and crucifies was intended as a proxy war with Russia by taking out one of it's allies in the region.

SAUDI CLERICS CALL FOR JIHAD AGAINST RUSSIA IN SYRIA

Fatwa characterizes Russian effort as Orthodox Christian crusade

A number of prominent clerics in Saudi Arabia have called for Sunni Muslims and Arabs to “give all moral, material, political and military” support to the Islamic State in Syria.

Al Arabiya, the Dubai-based Saudi television news channel, reports the fatwa was not supported by the Saudi government, which has officially denounced ISIS.

Despite the Saudi government’s denial of support for the Islamic State, there is widespread support for the terror group in the Gulf and wealthy Saudis are responsible for funding ISIS along with Jabhat al-Nusra and other jihadist organizations.

“The holy warriors of Syria are defending the whole Islamic nation. Trust them and support them … because if they are defeated, God forbid, it will be the turn of one Sunni country after another,” the fatwa declares.

“The Western-Russian coalition with the Safavids (Iran) and the Nusairis (Alawites) are making a real war against the Sunni people and their countries,” the statement continues.

The Wahhabi clerics characterized Russia’s defense of the al-Assad government in Syria and its airstrikes on jihadi groups in the country as an Orthodox Christian crusade.

They also attacked the West for denying the jihadists anti-aircraft weapons, according to Reuters.

Marco Rubio Wants US to Risk War with Russia Over Syria

Republican presidential candidate Sen. Marco Rubio of Florida gave an interview with CNBC’s John Harwood on Monday in which Rubio called for the United States to risk war with Russia to enforce a proposed no-fly zone over Syria.

Rubio said going to war with Russia would be better than the current state of affairs in Syria, citing the migration crisis, the growth of terrorist groups including ISIS and ‘Jabhat al Nusra’ and having Russian President Vladimir Putin as the “most influential geopolitical broker in the region.”

Brzezinski: Obama should retaliate if Russia doesn't stop attacking U.S. assets

The United States should threaten to retaliate if Russia does not stop attacking U.S. assets in Syria, former national security adviser Zbigniew Brzezinski wrote in a Financial Times op-ed published Sunday, urging "strategic boldness," with American credibility in the Middle East and the region itself at stake.

Moscow's apparent decision to strike non-Islamic State targets and those of Syrian rebels backed by the Central Intelligence Agency "at best" reflects "Russian military incompetence," and worst, "evidence of a dangerous desire to highlight American political impotence," wrote Brzezinski, the national security adviser for former President Jimmy Carter and a strong supporter of current President Barack Obama.

The title should read . . . Brzezinski repeats the "big lie" to agitate for war with Russia. The "big lie" is that there are "moderate" rebel forces in Syria. There isn't, there never was.

Obama: We Won't Turn Syria Into 'Proxy War' Between U.S. And Russia

President Obama said that he will not turn the situation in Syria into a proxy war between the United States and Russia.

During a press conference at the White House, Obama said that he rejected Russia's assumption that all of those groups who oppose Syrian President Bashar Assad are terrorists.

"We think that it's self defeating," he said. "And it will get Russia into a quagmire."

'We are seeking bigger role for Russia than Americans' - Iraq defense committee chairman

Baghdad, Russia’s ally in its fight against ISIS, wants Russia to have a bigger role in the anti-terrorist campaign in Iraq than the US and may soon officially request to start airstrikes on its soil, the chairman of Iraqi parliament’s defense committee said.

"We might be forced to ask Russia to launch airstrikes in Iraq soon. I think in the upcoming few days or weeks Iraq will be forced to ask Russia to launch airstrikes and that depends on their success in Syria," said Hakim al-Zamili, Reuters reported.

"We are seeking to see Russia having a bigger role in Iraq... Yes, definitely a bigger role than the Americans," Zamili said.

Russian missiles 'hit IS in Syria from Caspian Sea'

Russia says it has launched rocket strikes on Islamic State group targets in Syria from warships in the Caspian Sea - about 1,500km (930 miles) away.

Defence Minister Sergei Shoigu said four warships fired 26 sea-based cruise missiles at 11 targets, destroying them and causing no civilian casualties.

Meanwhile, Syrian ground troops have launched an offensive under Russian air cover, Syrian officials say.

Russia denies claims that its week of strikes have mainly hit non-IS targets.

The Syrian Observatory for Human Rights reported "the most intense fighting in months" in Hama and Idlib provinces. The clashes followed a wave of Russian air strikes in the same areas, it said.

Could this thread be moved to the politics forum? It looks like the proxy war with Russia that isn't a proxy war with Russia is going to outlast the three page limit. Thanx.
