    There is an organization in Fla that is trying to re-establish the Florida State Guard.

    State Guards come under the total control of the State Governor. They cannot be called into Federal Service, under Federal Law.

    Most State Guards allow you to join until the age of 60.

    Though prior military service is welcomed - those who have never served are welcomed to join as well.

    Many skills are needed for the State Guard - including Chaplains.

    If you do not live in Fla - check this out. State defense force - Wikipedia
    Several other States/commonwealths do have an active State Guard.
    If yours does not - contact your State legislator and see about starting one.
