    "My friend, if you're born again, it's not because you made the right decision. If you're born again, it's not because you believed. If you made the right decision and came to Christ and received Him and bowed to Him, if you believed, it's because you were first born again by the Spirit." - Bill Parker

    Were I not a Christian already, this quote would give me free rein to do as I pleased with the expectation that God would ZAP me with His spirit to make me one of His, with absolutely no responsibility on my part.
    IOW, if God wants me, He's gonna get me & I'm gonna enjoy life until then!
    I truly hope that this is NOT what is meant, but from an unsaved view this, to me, seems the obvious point!
    Granted, I had squat to do with the process, but, BUT, I did have to receive God's offer for it to take root. IOW, I was not just standing there & God zapped me & I was suddenly born again w/o any input from me - I had to accept (believe/decide) it!!

    Actually, that is exactly what the Bible teaches. God regenerates those He gave to Christ before the world began.

    Ephesians 1:3-6 Blessed be the God and Father of our Lord Jesus Christ, who hath blessed us with all spiritual blessings in heavenly places in Christ: according as he hath chosen us in him before the foundation of the world, that we should be holy and without blame before him in love: having predestinated us unto the adoption of children by Jesus Christ to himself, according to the good pleasure of his will, to the praise of the glory of his grace, wherein he hath made us accepted in the beloved.

    Ezekiel 16:6 And when I passed by thee, and saw thee polluted in thine own blood, I said unto thee when thou wast in thy blood, Live; yea, I said unto thee when thou wast in thy blood, Live.

    Ezekiel 37:5-6 Thus saith the Lord GOD unto these bones; Behold, I will cause breath to enter into you, and ye shall live: and I will lay sinews upon you, and will bring up flesh upon you, and cover you with skin, and put breath in you, and ye shall live; and ye shall know that I am the LORD.

    Ephesians 2:1 And you hath he quickened, who were dead in trespasses and sins;
