Note: His By Grace--"John Gill: A Body of Doctrinal & Practical Divinity"-Doctrinal Book 6, Chapter 14

    "The foundation of "sanctification" is laid in "regeneration"; as it is a holy principle, sanctification is first formed in regeneration;

the new creature, or new man, is created in righteousness and true holiness; and it appears in "effectual calling", which is an "holy calling"; and is to be seen in conversion, which is a turning of men "from their iniquities":

    and that holiness which is begun in regeneration, and is manifest in effectual calling and conversion, is carried on in sanctification, which is a gradual and progressive work, and issues and is finished in glorification;

so that it may, with propriety, be distinguished from regeneration, effectual calling, and conversion, and be separately treated of."

LOL, first we need to define sanctification and specify which meaning we are discussing.

Saints, are the people who have been set apart, sanctified, for God's purpose. The OT Saints (see Hebrews 11) gained approval by faith. However, God also "makes holy," sanctifies, individuals by the washing of regeneration.

When 2 Thessalonians 2:13 says individuals are chosen for salvation (the purpose) through sanctification by the Spirit, the meaning is the Spirit sets the individuals apart in Christ, where they are made alive (regenerated).

False. If that were so, regeneration becomes a throwaway hope. Then in Hebrews 10:29 would mean having been regenerated and then sanctified, ". . . Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace? . . ."

What scripture do you have where God says he makes the godless holy before they are ever saved?

What I said is that no Baptist holds your position.

    Here:
    *Romans 8:29-30*
For those whom he foreknew he also predestined to be conformed to the image of his Son, in order that he might be the firstborn among many brothers. And those whom he predestined he also called, and those whom he called he also justified, and those whom he justified he also glorified.
    *Ephesians 1:3-14*
Blessed be the God and Father of our Lord Jesus Christ, who has blessed us in Christ with every spiritual blessing in the heavenly places, even as he chose us in him before the foundation of the world, that we should be holy and blameless before him. In love he predestined us for adoption as sons through Jesus Christ, according to the purpose of his will, to the praise of his glorious grace, with which he has blessed us in the Beloved. In him we have redemption through his blood, the forgiveness of our trespasses, according to the riches of his grace, which he lavished upon us, in all wisdom and insight making known to us the mystery of his will, according to his purpose, which he set forth in Christ as a plan for the fullness of time, to unite all things in him, things in heaven and things on earth. In him we have obtained an inheritance, having been predestined according to the purpose of him who works all things according to the counsel of his will, so that we who were the first to hope in Christ might be to the praise of his glory. In him you also, when you heard the word of truth, the gospel of your salvation, and believed in him, were sealed with the promised Holy Spirit, who is the guarantee of our inheritance until we acquire possession of it, to the praise of his glory.
    *Ephesians 2 : 1-10*
And you were dead in the trespasses and sins in which you once walked, following the course of this world, following the prince of the power of the air, the spirit that is now at work in the sons of disobedience— among whom we all once lived in the passions of our flesh, carrying out the desires of the body and the mind, and were by nature children of wrath, like the rest of mankind. But God, being rich in mercy, because of the great love with which he loved us, even when we were dead in our trespasses, made us alive together with Christ—by grace you have been saved— and raised us up with him and seated us with him in the heavenly places in Christ Jesus, so that in the coming ages he might show the immeasurable riches of his grace in kindness toward us in Christ Jesus. For by grace you have been saved through faith. And this is not your own doing; it is the gift of God, not a result of works, so that no one may boast. For we are his workmanship, created in Christ Jesus for good works, which God prepared beforehand, that we should walk in them.

Where do you see holiness in dead men before they are made alive?

Is Hebrews 10:29 your proof text for saying God makes the ungodly more holy before he ever saves them? Do you understand that your verse is used to promote infant baptism into the New Covenant? Notice that the preacher is calling his audience "brothers" as Israel understood itself to be a Covenant people, but not necessarily a saved people. Are you arguing that people are in the Covenant by virtue of infant baptism?

    *Hebrews 10:19-39*
Therefore, brothers, since we have confidence to enter the holy places by the blood of Jesus, by the new and living way that he opened for us through the curtain, that is, through his flesh, and since we have a great priest over the house of God, let us draw near with a true heart in full assurance of faith, with our hearts sprinkled clean from an evil conscience and our bodies washed with pure water. Let us hold fast the confession of our hope without wavering, for he who promised is faithful. And let us consider how to stir up one another to love and good works, not neglecting to meet together, as is the habit of some, but encouraging one another, and all the more as you see the Day drawing near. For if we go on sinning deliberately after receiving the knowledge of the truth, there no longer remains a sacrifice for sins, but a fearful expectation of judgment, and a fury of fire that will consume the adversaries. Anyone who has set aside the law of Moses dies without mercy on the evidence of two or three witnesses. How much worse punishment, do you think, will be deserved by the one who has trampled underfoot the Son of God, and has profaned the blood of the covenant by which he was sanctified, and has outraged the Spirit of grace? For we know him who said, “Vengeance is mine; I will repay.” And again, “The Lord will judge his people.” It is a fearful thing to fall into the hands of the living God. But recall the former days when, after you were enlightened, you endured a hard struggle with sufferings, sometimes being publicly exposed to reproach and affliction, and sometimes being partners with those so treated. For you had compassion on those in prison, and you joyfully accepted the plundering of your property, since you knew that you yourselves had a better possession and an abiding one. Therefore do not throw away your confidence, which has a great reward. For you have need of endurance, so that when you have done the will of God you may receive what is promised. For, “Yet a little while, and the coming one will come and will not delay; but my righteous one shall live by faith, and if he shrinks back, my soul has no pleasure in him.” But we are not of those who shrink back and are destroyed, but of those who have faith and preserve their souls.

Is Hebrews 10:29 your proof text or do you even have any scripture?

When someone says "sanctification precedes regeneration" it means "holiness precedes salvation."
Sanctification means to be made holy.
Regeneration means to be made alive from the dead.
So the assertion of the OP is that humans are made holy before they are saved.

The OP must provide biblical support for his assertion. So far Hebrews 10:29 is the only scripture provided.

The text explicitly says ". . . he was sanctified, . . ." So the problem might be your not believing it. So how do you understand he was sanctified?

Jesus in His prayer in John 17:17, ". . . Sanctify them through thy truth: thy word is truth. . . ." Meaning the hearing of God's word sanctifies.

I don't need one. We are looking at what sanctification means and what regeneration means. These are terms.
You say that holiness precedes salvation, but you do not provide and scripture.

Set apart for salvation or set apart for the covenant?
Read the passage and tell us what the preacher is telling the Hebrew listeners.

Are the people Jesus is praying for already regenerated at this point or not?

    *John 17:13-19*
But now I am coming to you, and these things I speak in the world, that they may have my joy fulfilled in themselves. I have given them your word, and the world has hated them because they are not of the world, just as I am not of the world. I do not ask that you take them out of the world, but that you keep them from the evil one. They are not of the world, just as I am not of the world. Sanctify them in the truth; your word is truth. As you sent me into the world, so I have sent them into the world. And for their sake I consecrate myself, that they also may be sanctified in truth.

Your unbelief. It would seem you do not believe God's word sanctifies, John 17:17. Ephesians 1:13, ". . . heard the word of truth, the gospel of your salvation: . . ."

    What does sanctify mean?
    What does regeneration mean?
How does regeneration happen before sanctification.
Simply giving John 17:17 and Ephesians 1:13, out of context means nothing. You need to prove your assertion. The onus is on you.

Jesus before that had promised, John 14:16-17, ". . . And I will pray the Father, and he shall give you another Comforter, that he may abide with you for ever; Even the Spirit of truth; whom the world cannot receive, because it seeth him not, neither knoweth him: but ye know him; for he dwelleth with you, and shall be in you. . . ."

Are you now claiming another passage out of context as your reasoning for imagining God makes people holy before He saves them?
